She is Kaguya Otsutsuki. She's the strongest character in Naruto. She originally possessed Byakugan, then, after having ate the fruit from the Holy Tree (Juub), she acquired the Juubi's Ocular Power. She's also a Goddes and Mother of the Sage of the Six Paths.
